![]() Information for Computer Equipment ManufacturersEffective March 16, 2015, SESSION LAW 2015-1 amended the list of covered devices in North Carolina. Peripheral keyboards and mice are no longer covered devices under the law. Covered devices include: computer (including desktop, laptop, and tablet) monitor; or video display unit for a computer system, peripheral equipment except keyboards and mice, and a printing device such as a printer, a scanner, a combination print-scanner-fax machine, or other device designed to produce hard paper copies from a computer. *Manufacturers also selling televisions must also register as televisions manufacturers.* List of Registered Computer Equipment Manufacturers and Their Compliance Status |

Registration can be done through the eCycleRegistration System (Preferred Method) or the Registration Form (Available Here) Manufacturers of computer equipment must register with the State of North Carolina's Department of Environment and Natural Resources [NC DENR]. Manufacturers may download a copy of the registration form or call Mary Johnson (919-707-8236) to receive one by mail. Once a manufacturer registers and submits a registration form, the manufacturer need not resubmit a registration form unless it is reporting changes in its status or contact information and then it need only fill out the part of the form that is being changed.
Payments must be submitted to: NC DENR Division of Waste Management - Solid Waste Section 2. Recycling Plan Requirement Within 90 days of registration, all computer equipment manufacturers must submit a Computer Equipment Recycling Plan to provide a free and reasonably convenient recycling for consumers. Plans must be submitted to: NC DENR Division of Waste Management - Solid Waste Section Electronics Management Fund 1646 Mail Service Center Raleigh, NC 27699-1646 Attn: Mary Johnson electronic_recycling@ncdenr.gov Computer equipment manufacturers may submit joint plans but must still register and pay registration fees separately. All plans must follow the order of the outlines below and must address each element in the outlines: Level I Recycling Plan A computer equipment manufacturer shall submit a recycling plan for reuse or recycling of computer equipment discarded by consumers in the State produced by the manufacturer.
Level II Recycling Plan A Level II Recycling Plan must include all the elements of the Level I Recycling Plan and must include additional elements as provided below:
A Level II Plan may offer additional options to collect other types of electronic equipment that do not constitute discarded computer equipment and may allow for assessment of a nominal fee for collection of these other types of electronic equipment. Level III Recycling Plan A Level III Recycling Plan must include all the elements of the Level I and Level II Recycling Plans and must include additional elements as provided below:

3. Product Labeling Requirement A computer equipment manufacturer shall not sell or offer to sell computer equipment in this State unless a visible, permanent label clearly identifying the manufacturer of that equipment is affixed to the equipment. 4. Recycling Report Requirements (click here to go to the Annual Report form) - Due October 1st No later than October 1, each computer equipment manufacturer shall submit a report stating the total weight of all computer equipment collected for recycling or reuse in the previous fiscal year (July 1 - June 30). The report shall also include a summary of actions taken to comply with the requirements of whatever plan a manufacturer chooses to implement.
